Testimony planned by researcher from Institute for Security Studies (ISS) 3 Oktober 2014 Dr. Johan Burger Since Thabo Mbeki singlehandedly scrapped the century-old commando system to protect farmers and their facilities the ANC regime has been unable to introduce a decent countrywide security plan, said senior resarcher at ISS Dr Johan Burger. He submits his testimony to the Human Rights commission's hearings on security in farming community. The ISS was asked by Afriforum in 2008 to research about the efficiency of the State in protecting its citizens - including rural security. Burger was police commissioner in 2003 at the time the commando system was abolished and now is still involved rural safety. He said that 'very few' of the proposals made by Mbeki for units which would 'replace the commando system' were actually carried out. Burger's research team found in 2008 that 'very few of Mbeki's proposals were carried out". Its reservist system and sector-policing were only realised by 2014. Agri North West exec Boeta du Toit said that when the commandos still existed 'there were very few attacks on our members'."They were alert and the very fact that such a system existed, was a deterrent." Afriforum's Ernst Roets confirmed this: since the abolition of the commandos in 2003, farm attacks showed an increase of 255 by 2007. Burger claimed that Mbeki's 'national security plan' was largely based on the commando system... He will also submit proof that 'racist behaviour plays a role in the execution of farm attacks.
