AfriForum lodges formal complaint with Health Professions Council of South Africa HPCSA against dr Lt Gen Vejaynand Ramlakan (ex-surgeon-general) and current KZN health-MEC Dr Sibongiseni Dhlomo over two ANC bombs
January 27 2014 - Pretoria. The two doctors, an Indian-South African and a Zulu, both admitted before the Truth and Reconciliation Commission that they had supplied explosive devices during the ANC's "Operation Butterfly" for a series of attacks amongst others against Grosvenor Girls' High School and the Umlazi Executive Hotel.

Six other medical practitioners have also submitted independent complaints to the HPCSA.
Ramlakan and Dhlomo were practicing as medical doctors during the attacks and are still registered as medical practitioners.
Ramlakan admitted before the TRC his involvement in the 1985 bombing of the home of politician Amichand Rajbansi and the Chatsworth magistrate's court.
He also admitted before the TRC that "people were injured in some of the other attacks executed by people under his command."
Dhlomo also admitted before the TRC that he had supplied explosive devices for various explosions in Durban on 27 September 1985, at the OK Bazaar, Game, Spar and Checkers.
Other incidents in which he was involved, were the explosions in the same year at Grosvenor Girls High and the Executive Hotel in Umlazi.
Amanzimtoti Bomb:
Afriforum stated in its complaint that Dr Dhlomo also transported Andrew Zondo, the man who had planted the Amanzimtoti bomb which had killed civilians, from the Swaziland border to the Durban area.
Civil rights organisation AfriForum lodged official complaints of unprofessional and unethical conduct with the Health Professions Council of South Africa (HPCSA) against two doctors who were involved in ANC bomb attacks at supermarkets and shopping centres in the Durban area in 1985.
AfriForum brought these complaints after Dr Wouter Basson was prosecuted by the HPCSA for his actions during the previous dispensation.
Protecting the Constitutional Principle of Equality before the Law:
Kallie Kriel, CEO of AfriForum, said the complaints are aimed at protecting the constitutional principle of equality before the law.
"If the HPCSA are going to act on ethical grounds against Wouter Basson for his role in the conflict of the past, it is only fair to expect of the HPCSA to act on ethical grounds against other medical practitioners who were involved in bombings during the same conflict, where people were hurt or killed, or where the possibility existed that people might have been hurt or killed."

"Dr Sibongiseni Maxwell Dhlomo was born in a serene part of KwaZulu-Natal in a little town in Umbumbulu. He began his illustrious career at Dlangezwa High School and later enrolled at the University of Natal, Durban (1980 – 1985) where he excelled in the field of Medicine.
He later pursued further studies in psychology and sociology. In order to spearhead a holistic treatment and management of clinical processes, he further attained post graduate accolades in public health as well as strategic and project management.
His passion for raising the quality of lives of ordinary people and his concern for addressing the pandemic of HIV and Aids and exponential increase of TB and opportunistic diseases motivated him to extend his professional understanding thereby attaining a Postgraduate diploma in HIV and Aids management.
His humble contribution and far reaching implications to ensuring that the people of South Africa and in particular KwaZulu-Natal strive towards attaining freedom led to him joining the people ‘s army, Umkhonto Wesizwe at a very early age. This led to his incarceration in Robben Island.
Dr Dhlomo has practiced as a Medical Practitioner at King Edward Hospital. He has had his own practice at Madadeni Medical Centre in Newcastle.
He has also served as an Academic at the University of KwaZulu-Natal lecturing in Public Health and advising the Vice Chancellor.
His insatiable desire to serve communities was to a degree achieved when he joined the EThekwini Metro Municipality as a Deputy City manager: Health and Social Services.
He paralleled his commitment as a clinician by also contributing immensely to ring fencing programmes with other medical officials around the province, one such very successful operation is the Khanya Africa Volunteer initiative. He serves as a director on the board.

Lieutenant-General Vejaynand Indurjith Ramlakan is a South African military commander. A medical doctor, he served in Umkhonto weSizwe (MK), the military wing of the African National Congress, during the liberation struggle against the South African government in the 1980s, and transferred to the South African National Defence Force when MK was incorporated into it in 1994.
Popularly known as 'Vejay', was born in Durban in 1957. He started schooling in Durban and matriculated at Naidoo Memorial High in Umkomaas in 1974. He obtained his basic medical degrees from the University of KwaZulu-Natal (KZN) in 1980.
He first joined Umkhonto we Sizwe (MK) as an underground operative in KZN in 1977. During this period, he underwent general military training in South Africa and in Swaziland. At the University of KZN, Lt Gen Ramlakan served as the President of the MSRC from 1979 to 1980.[1]
From 1981 until 1983, he was Vice President and General Secretary of the Natal Health Worker’s Association, and also a founding member of the United Democratic Front (UDF). As part of the command structures of MK in the then province of Natal, Lt Gen Ramlakan was involved in MK Operation BUTTERFLY. He also held office as a member of the first APMC inside South Africa.
His continued military and active political involvement saw him being incarcerated on Robben Island between 1987 and 1991, where he was a member of the Central Political Education Committee. General Ramlakan served as Medical Commander at the ANC National Conference in 1991 and CODESA between 1991 and 1992 before he became Medical Commander for the President Mandela Guard in 1992. Between 1993 and 1994, he served as Deputy Chief of MK Health Service and led the MK military health team for integration into the NPKF and later the South African National Defence Force (SANDF).
In the SANDF, he held the following positions: Director Planning of the South African Military Health Service (SAMHS) between Oct 1994 and Nov 1995; Inspector General of the SAMHS from Dec until Feb 2000;[2] GOC Area Military Health Formation from Feb 2000 until Nov 2000; Inspector General DOD[2] from Nov 2000 until Dec 2004; and SANDF's Chief Director Strategic Planning from Jan 2005[1] until he was promoted to Surgeon-General, in command of the South African Military Health Service in 2005.[1]
On 2 October 2011 he was appointed as Chief of SANDF Corporate Staff designate] and took over the post on 1 April 2013. He was replaced in Dec 2013.

They all participated in some way or another in "Operation Butterfly" which was an operation designed by the ANC to integrate the political machinery with the military. To do this it was planned to establish strong and viable underground structures of MK in the Durban area and to intensify military operations. It was part of the operation that they should come out strongly in support of workers including active support of strike action.

(ii) at XL Restaurant, South Beach walk, Durban on 14.6.1985;
(iii) at offices of Natalia Development Board, Lamontville Township on 16.6.1985;
(iv) at Umlazi Bakery in N Section, Umlazi on 31 July 1985 (erroneously stated as 21.7.1985);
(v) at Minister Rajbansi's house at Road 601, Chatsworth on 4.8.1985;
(vi) at OK Bazaars, West Street, Durban on 27.9.1985; Seven people injured, unknown identities
(vii) at Executive Hotel, Umlazi on 29.9.1985;
(viii) at Grosvenor Girls High School, the Bluff, Durban on 24.10.1985; Timer was set wrong: Zinto Cele, son of Thabiso Racharebe, mother Lindy Seimens and Sibusiso Mazibuko were injured. Mandlenkosi Ndimande was killed while planting the bomb.
(ix) at Mobeni Post Office on 8.12.1985; injured were Narain Nair, Audrey Nair, Rajendran Nair; Gregory Naidoo, Dawn Dudley Loots and Anthony Dexter van Heerden.
(x) at Chatsworth Magistrate's Office on 13.12.1985;
(xi) near corner of Albert and Pine Streets, Durban when the kombi of de Jongh was destroyed on 21.12.1985; Mrs Ina de Jong and two daughters were killed.
(xiii) at Sanlam Shopping Centre at Amanzimtoti on 23.12.1985. Five white people were killed and 127 injured in the explosion at the crowded Sanlam Shopping Centre in Amanzimtoti.

Amanzimtoti Bomb:
The Amanzimtoti bomb on December 23 1985 was deliberately planted at a busy shopping centre which was crowded with mostly Afrikaner holiday-makers and last-minute Christmas shoppers, killed three small Afrikaner children, namely Willem Arie van Wyk 2; Isabella Margretha van Wyk 5, and eight-year-old Johan Smit.
Two white women were also killed: Mrs Irma Bencini 48 and Anna Shearer, 43. Sixty-one people were injured: many were blinded and left permanently disabled. It's not on record how many of those injured victims have since succumbed from their injuries.

Truth and Reconciliation Commission testimony, Dr Vejanand Ramlakan: "This applicant applies for amnesty for the explosion at Chatsworth Magistrate's Court, explosive device detonated on the 13th December 1985.
The damage to Minister Rajbansi’s house with a limpet mine on the 4th August 1985. Dr Ramlakan has been informed that he is also implicated in the Sanlam Shopping Centre explosion on Dec 23 1988.
"He will give an explanation but will deny involvement in the incident. "His function was to supply (bomb-making) materials to these persons. He was not involved in the planning or execution of the act but because there might be a possibility that devices furnished by him were used in this incident he is applying for amnesty on that basis,"

*Dr Dhlomo applied for and obtained amnesty from the TRC for these incidents. The TRC writes: "His attitude though being that he is not certain whether or not the explosive devices which he supplied to various persons were actually used on the occasions specified but because there is a possibility that besides explosive devices were or might have been used ex abundante cautela he is applying for amnesty in respect of those incidents."
